Uttarakhand is making history today as it becomes the first state in India to implement the Uniform Civil Code (UCC). This significant step will take place around 12:30 pm, just ahead of Prime Minister Narendra Modi's visit to the state. Chief Minister Pushkar Singh Dhami will lead the event at the state secretariat, where the UCC portal will also be unveiled. The new legislation will apply not only to residents living in Uttarakhand but also to those who belong to the state but live elsewhere.
Government officials have described the implementation of the UCC as a landmark moment, aimed at creating a fair and harmonious society. On Sunday, Chief Minister Dhami expressed his vision for the UCC, emphasizing that it would build a society free from discrimination based on religion, gender, caste, or community. He stated that this move was part of the commitments made during the 2022 assembly elections and aligns with Prime Minister Modi's vision of a united India.
Dhami also explained that the groundwork for the UCC had been completed well in advance. He reassured that the government had taken all necessary steps to ensure smooth implementation across the state from January 2025. The UCC will replace old personal laws governing matters like marriage, divorce, inheritance, and family relationships, introducing a unified legal framework applicable to all citizens regardless of religion.
The new law will ensure equal property rights for sons and daughters, removing any gender-based disparity in inheritance. It also establishes monogamy as the legal standard, banning polygamy, and sets the legal age for marriage at 21 for men and 18 for women. Additionally, all marriages require mandatory registration, although religious customs can still be followed for the ceremonies. The UCC abolishes the distinction between legitimate and illegitimate children in inheritance, ensuring equal rights for all children. It also guarantees equal treatment for children who are adopted, born through surrogacy, or conceived using assisted reproductive technology. Upon a person’s death, the law will provide equal property rights to the spouse, children, and the deceased person’s parents.
The journey of the UCC in Uttarakhand began when the bill was introduced in February 2024. Despite opposition demands to send the bill to a select committee, it was passed in the state assembly. Chief Minister Dhami emphasized that the UCC would bring significant benefits, especially for women, by eliminating discrimination in matters like marriage, inheritance, and divorce. In March 2024, President Droupadi Murmu gave her approval to the bill, making it law.
Today marks a significant milestone for Uttarakhand as it takes the lead in implementing the UCC, setting an example for other states in India. This bold move reflects the government’s commitment to promoting equality and fairness, building a more inclusive society where everyone is treated with dignity and justice.
