CBI Files Forgery Case Against Former Coast Guard Chief K Natarajan

The Central Bureau of Investigation (CBI) has registered a case against former Indian Coast Guard Director General K Natarajan, accusing him of fraud, forgery, and criminal conspiracy. The investigation is linked to alleged tampering with official records related to promotions within the Coast Guard.

Complaint Filed in 2021

According to the First Information Report (FIR), then-Coast Guard Inspector General Rakesh Pal submitted a complaint to the Defence Secretary on June 7, 2021. In his complaint, he claimed that his Annual Confidential Report (ACR) for the year 2019 was intentionally altered to lower his scores. Due to this, he was unable to secure a promotion to the post of Additional Director General.

Missing Reports and Discrepancies Found

The CBI has stated in its FIR that multiple officers’ ACRs and Non-Initiation Certificates (NICs) were missing from official records. Investigators also found that transfers and postings recorded in the documents did not match the actual service profiles of the officers involved.

The agency further highlighted that several NICs were submitted three to four years after their due date, which is against the rules. The CBI is now looking deeper into these irregularities and verifying whether official records were manipulated.

What are ACR and NIC?

  • Annual Confidential Report (ACR): This report is used to assess the performance and efficiency of government officers. It plays a crucial role in their promotions and career growth.

  • Non-Initiation Certificate (NIC): This certificate is issued when an officer’s ACR has not been recorded within a specific time frame.

Ongoing Investigation

The CBI is conducting a detailed investigation into the matter and is likely to question the officials involved soon. The agency aims to determine whether there was deliberate tampering with official documents and whether this affected promotions within the Coast Guard.
