Jake Sullivan, the National Security Advisor of the United States, is on a two-day visit to India. He mentioned on Monday that the U.S. government is taking steps to remove obstacles that have been blocking civil nuclear cooperation between India and the United States. This move aims to give new energy to a major deal between the two nations.
Mr. Sullivan said in New Delhi, “The United States is now finalizing the necessary steps to remove long-standing regulations that have prevented civil nuclear cooperation between India's top nuclear agencies and American companies.”
India and the United States have been talking about supplying U.S. nuclear reactors to India since the mid-2000s. The civil nuclear deal was signed in 2007 by President George W. Bush, allowing the U.S. to sell nuclear technology to India. In 2019, both countries agreed to build six U.S. nuclear power plants in India.
However, a major challenge in the deal has been the need to change India's liability rules to meet international standards. These rules require that if there is an accident, the operator of the plant should cover the costs, not the maker of the plant. India's strict nuclear compensation laws have made foreign companies hesitant to build power plants in the country. This has delayed India’s goal to add 20,000 MW of nuclear power by 2030.
Jake Sullivan's visit comes just days before the inauguration of President-elect Donald Trump. The trip is expected to be one of the final high-profile visits to India by the outgoing Biden administration.
During his visit, Mr. Sullivan is expected to discuss a range of issues with Indian officials, including the impact of Chinese dams, artificial intelligence, space exploration, military cooperation, and China’s economic overcapacity, according to a U.S. official.
Earlier in the day, Mr. Sullivan met with India’s Foreign Minister Dr. S. Jaishankar. They talked about improving cooperation between the two countries at the bilateral, regional, and global levels.
After the meeting, Mr. Jaishankar praised Mr. Sullivan for his efforts in strengthening the relationship between India and the United States over the past four years. He wrote on X (formerly Twitter), “Delighted to meet U.S. NSA @JakeSullivan46 in New Delhi today morning. We continued our ongoing discussions on deepening bilateral, regional, and global cooperation. I valued the openness of our conversations over the last four years and appreciated his personal contribution to building a closer and stronger India-U.S. partnership.”
