The Lokayukta police are expected to submit their report on the ongoing investigation into the alleged Mysuru Urban Development Authority (MUDA) scam to the High Court this Saturday. According to sources, the report has been reviewed by two senior IPS officers, ADGP Manish Kharbikar and IGP A. Subramanyeswara Rao, who are overseeing the investigation.
On January 15, the High Court assigned these two senior officers to monitor the investigation by the Mysuru branch of the Lokayukta police. This investigation concerns a criminal case involving Chief Minister Siddaramaiah, his wife BM Parvathy, and two other people over the alleged illegal allotment of 14 plots in the upscale Vijayanagar Layout in Mysuru. These plots were supposedly given in exchange for 3.16 acres of land in Kesare village, which MUDA had allocated in 2021. The land was a gift to Parvathy from her brother Mallikarjun Swamy in 2010.
Sources have said that the anti-corruption wing of the Lokayukta police might submit a "status report" on the investigation so far. They are also expected to ask the court for more time to complete their work. The police may report that they haven’t found enough evidence to prove that Siddaramaiah was involved in the land scam. However, they may mention that they have found signs of neglect or non-compliance by certain MUDA officers or other individuals involved in the case. To investigate further, they will need approval from the government under the Prevention of Corruption Act, which might take a while.
On September 27, 2024, the Lokayukta police in Mysuru filed an FIR against Siddaramaiah, Parvathy, Mallikarjun Swamy, and landowner Devaraju. This was based on a complaint filed by RTI activist Snehmayi Krishna, who had raised concerns about the land deal. The FIR charged the four people with several offenses, including bribery, criminal misconduct, and other serious charges under both the Prevention of Corruption Act and the Indian Penal Code.
Meanwhile, the Enforcement Directorate (ED) has been investigating the case and recently attached properties worth Rs 300 crore. The ED’s investigation has uncovered several illegal transactions, including possible benami (fake) deals and other violations. This adds another layer of complexity to the ongoing investigation into the MUDA scam.
