The outgoing Delhi Assembly has faced significant criticism for its poor performance over the past five years. A study by the non-profit organization PRS Legislative Research reveals that the assembly set records for the fewest sittings and the least number of bills passed during its term.
The Delhi assembly elections are set to take place on February 5, 2025, with the results to be declared on February 8. The current assembly's term ends on February 23, 2025, and the final session of the seventh Delhi Legislative Assembly concluded on December 5, 2024. After this, the assembly was adjourned sine die (without a fixed date to resume).
Over the five years between February 2020 and December 2024, the assembly met for only 74 days, the lowest number of sittings ever recorded. On average, the assembly sat for just three hours on each of those days, highlighting its lack of activity. Although the Lieutenant-Governor of Delhi calls for sessions, it is the Speaker who schedules the sittings.
The assembly also passed a remarkably low number of bills—only 14 in total, which is the fewest in any five-year term of the Delhi Assembly. Among these, five bills increased the salaries and allowances of elected officials such as MLAs, Ministers, and the Speaker. These bills were passed in July 2022 but were only approved by the President in February 2023 after a delay of 225 days. Similar bills had been passed in previous assemblies, but they were never approved by the Lieutenant Governor.
Another significant issue was that no bills were referred to a committee for detailed examination during this term. The last time a bill was sent to a Select Committee was in 2012, for the Delhi Registration of Marriages Bill.
Regarding attendance, the assembly had 62 male and 8 female members. Female MLAs had a better attendance rate, averaging 83%, compared to 79% for their male counterparts. However, the assembly only held a Question Hour on nine occasions out of the 74 sittings. On average, each MLA participated in 20 debates, with female MLAs joining in 16 debates. MLAs also asked about 15 questions each during the term.
With the 2025 Delhi elections fast approaching, the Aam Aadmi Party (AAP), led by Arvind Kejriwal, is vying for a third consecutive term in office, competing against the Bharatiya Janata Party (BJP) and the Congress Party. AAP has won the past two elections in 2015 and 2020, and the outcome of this election will determine whether they maintain power.
