The Board of Control for Cricket in India (BCCI) has promised to pay over Rs 6 crore to various police commissioners for security during cricket matches. The payment is expected to be made within two weeks, starting from January 10. This payment will cover Rs 1.70 crore for the Police Commissioner of Pimpri Chinchwad, Rs 3.30 crore for the Navi Mumbai Police Commissioner, and Rs 1.03 crore for the Mumbai Police Commissioner.
The BCCI made this promise in response to a Public Interest Litigation (PIL) filed by activist Anil Galgali, which raised concerns over a government decision to lower the fees for police protection. The court had noticed that the reduction in fees was applied in a way that lowered the dues cricket organizations owe to police departments, which caused issues.
The BCCI clarified in an affidavit that it has no intention of avoiding payment to the police. It assured that all outstanding dues for police security during IPL matches would be paid within 90 days, once accounts are reconciled with the concerned police authorities.
The board also addressed the issue of stadium ownership. It explained that the BCCI does not own any stadiums. Instead, many stadiums are owned by different cricket associations, such as the Mumbai Cricket Association, which owns the Wankhede Stadium, and the Cricket Club of India, which owns the Brabourne Stadium. The DY Patil Stadium in Navi Mumbai is privately owned.
Regarding security arrangements, the BCCI said that the responsibility depends on the type of match. For IPL league matches, the franchises are in charge of security at their home grounds. For international matches, the state cricket associations take care of security. The BCCI directly handles security only for special events like IPL qualifiers, eliminators, finals, Women's Premier League matches, or centrally organized events, such as the 2022 IPL held during the COVID-19 pandemic.
The affidavit also addressed questions about the fees for police protection. The BCCI explained that deciding how much to charge for police security is a matter of policy. It is up to the authorities to decide whether the charges should be the same for all matches or based on the number of police personnel required.
The court, led by Chief Justice DK Upadhyaya and Justice Amit Borkar, took note of the affidavit and gave the petitioner’s lawyer, VT Dubey, two weeks to file a response if necessary. The case will be heard again on February 11.
