Assistant Professor Post No Longer Requires National Eligibility Test

The UGC has placed on public notification a draft of new rules relating to the appointment and promotion of teachers and academic staff in universities and colleges, maintaining high standards of higher education. It has requested the public and interested parties to provide their views/suggestions to it by February 5, 2025.

The main change in these regulations is the proposal to do away with the NET as a requirement for recruitment or promotion of assistant professors in higher education institutions. As per the proposal, a candidate with a postgraduate degree in ME or MTech, with at least 55% marks, will be eligible for the post of assistant professor at the entry level. This change has brought about a new rule which means that it is no longer a must for one to have the UGC-NET examination to become an assistant professor.

The new rule also states that candidates with undergraduate degree (NCrF Level 6) with at least 75% marks, or postgraduate degree (NCrF Level 6.5) with 55% marks (or equivalent grade) and PhD degree (NCrF Level 8), can qualify for the assistant professor role. Candidates with master's degree would also be eligible to apply under the NCrF Level 6.5, who secured at least 55 per cent marks (or an equivalent grade) and who are NET passed with UGC or SLET/SET examinations.

The new draft makes further alterations in the vice chancellor selection process itself. The guidelines now permit people from academia, research institutions, public policy, public administration, and industry to be eligible for the vice chancellor's post. The vice chancellor selection process will involve an all-India advertisement and public notifications, along with nominations or a talent search by a Search-cum-Selection Committee. Detailed criteria on the composition of the selection committee, age limits, tenure, and reappointment have also been spelled out in the rules.

The new rules for the appointment of college principals state that a principal will have a five-year term, and there is room for further reappointment for one more term. However, the principal can serve only two terms in the same college. After completing a term as principal, they will be reassigned as a professor to their parent institution unless they have met all the requirements needed to become a professor.

These updates aim to make the hiring and promotion processes in higher education more flexible while ensuring high standards are maintained.
