Dubai’s largest district cooling provider, Emirates Central Cooling Systems Corporation PJSC (Empower), has announced the construction of its second district cooling plant in Jumeirah Village, marking a major step in its expansion plans. The new facility will have a production capacity of approximately 37,000 refrigeration tons (RT), reinforcing Empower’s position as a global leader in sustainable cooling solutions.
The Jumeirah Village project is one of Empower’s flagship developments, featuring six advanced district cooling plants designed to serve the entire area with a combined capacity of 256,000 RT. The second plant will operate alongside the world’s first unmanned district cooling plant, which currently provides 49,000 RT of chilled water to a variety of residential, commercial, and hospitality buildings.

The new facility will employ state-of-the-art technologies, including Thermal Energy Storage (TES) and Treated Sewage Effluent (TSE) systems, to maximise energy efficiency and water conservation. By integrating these solutions, the plant aims to deliver sustainable cooling services while reducing environmental impact and optimising operational performance.
