Since its first edition in 1951, this congress has served as a space for knowledge exchange, cultural celebrations, and community building. The 2027 edition, scheduled for 19–23 September in Abu Dhabi, will mark a milestone as the Middle East becomes the host region for the very first time.
More than 2,000 participants from all over the world are expected to attend. Together, they will celebrate national sign languages, strengthen international partnerships, and discuss the challenges and opportunities that lie ahead for deaf communities.
The Theme: "Sign Languages: Always and Everywhere"
The main theme of the 2027 congress is “Sign Languages: Always and Everywhere.” This theme highlights the universal role of sign languages in building bridges between people, cultures, and communities.
It emphasizes that sign language is not just a form of communication for deaf people but also a cultural treasure that connects humanity. The theme also reflects a strong call for inclusivity and equality, reminding the world that sign languages belong in every space—schools, workplaces, media, and daily life.
The Logo: Designed by a Deaf Artist from Jordan
The unveiling of the logo took place in Nairobi, Kenya, at the conclusion of the 5th World Federation of the Deaf Conference. The winning design came from Husam Mohammad Elfara, a talented deaf designer from Jordan. His work was selected through a global design competition that attracted 41 entries from 14 countries.
The competition saw remarkable participation from the Middle East, showing the creative energy and passion of the region’s deaf communities. Submissions came from:
-
Palestine – 11 entries
-
United Arab Emirates – 8 entries
-
Jordan – 6 entries
-
Sudan – 3 entries
-
Bahrain – 2 entries
-
Lebanon – 2 entries
-

In addition, entries were also received from Saudi Arabia, Oman, Morocco, India, Iran, the USA, and Pakistan.
After a careful review, 19 designs were shortlisted, and finally, Husam Elfara’s design was chosen as the official logo.
The Meaning Behind the Logo
The logo is a powerful blend of global Deaf culture and Emirati heritage.
-
At its centre is a stylized open palm. The open palm is an international symbol of sign language and deaf identity. It represents openness, communication, and inclusion.
-
Surrounding the palm is a circular motif inspired by traditional Emirati patterns. This design symbolizes unity, cultural pride, and global connection.
-
The text of the logo is presented in both Arabic and English, making it bilingual and accessible while also paying tribute to the cultural identity of the UAE as host nation.
Through this logo, the congress sends a clear message: the Deaf community is open, united, and ready to connect with the world.
Voices from the Leaders
Several leaders and representatives of deaf communities shared their excitement during the logo launch.
His Excellency Abdullah Abudalee Al Humaidan, General Secretary of the Zayed Higher Organization for People of Determination (ZHO), said:
