The UAE's Federal Authority for Nuclear Regulation (FANR) took part in the International Conference on Nuclear and Radiological Emergencies, which occurred from 1st to 4th December 2025 in Riyadh, Saudi Arabia. The conference's theme, “Building the Future in an Evolving World,”, featured senior officials, regulators, and technical experts converging to discuss advancements in emergency preparedness.
FANR’s participation underlines the UAE’s ongoing commitment to bolster emergency preparedness, enhance national capabilities, and foster international collaboration in the management of nuclear and radiological emergencies.
During the event, FANR’s Director-General, Christer Viktorsson, participated in a prominent session that concentrated on the significance of exercises in emergency preparedness. This session highlighted the benefits of coordinated drills and large-scale simulations for testing national readiness and enhancing decision-making in urgent situations.
FANR chaired numerous sessions that addressed pivotal aspects of nuclear and radiological emergency preparedness and response. These discussions emphasized enhancing public health systems, optimizing the readiness of first responders, and promoting strategies for long-term recovery. The dialogues pointed out the necessity for coordinated health-sector mechanisms and effective recovery plans, while also stressing the importance of maintaining public confidence and vigorous regulatory oversight across all emergency management phases.
The UAE regularly tests its emergency framework through national and international drills. In 2025, around 15 multi-agency exercises were executed, reinforcing coordination with national partners and improving response abilities. FANR also took part in global exercises, such as IAEA ConvEx-3, affirming the UAE’s leadership in nuclear emergency management.
FANR is instrumental in shaping the UAE’s national Emergency Preparedness and Response System, working closely with local entities and international partners. Its advanced Emergency Operations Centre (EOC) facilitates real-time coordination, technical assessment, and decision-making during emergencies. The EOC also functions as the UAE’s National Warning Focal Point under international conventions.
The conference reaffirmed FANR's commitment to safeguarding the public and the environment. Its emergency framework has been acknowledged for its strength, efficiency, and capability to handle various emergency scenarios. Through a well-rounded approach, FANR ensures that the UAE stands ready for nuclear and radiological emergencies, upholding public safety and trust.
Through participation in the Riyadh conference, FANR emphasized its leadership in sharing knowledge, fortifying international cooperation, and endorsing best practices in nuclear emergency management.
