The Emirates Water and Electricity Company (EWEC) is taking a major step to strengthen Abu Dhabi’s energy infrastructure with a landmark new project called the Taweelah C Independent Power Producer (IPP) project. This project will involve the construction of a state-of-the-art 2.5-gigawatt power plant that will run primarily on natural gas but will be prepared for carbon-capture technology in the future. This type of plant, known as a Combined Cycle Gas Turbine (CCGT) plant, is highly efficient, produces fewer emissions, and plays a vital role in the transition to cleaner energy.
EWEC has now received three competitive proposals from top international and local companies to build and operate the Taweelah C plant. The three proposals include:
- Consortium 1: Al Jomaih Energy and Water Company in partnership with Sembcorp Industries.
- Consortium 2: Sumitomo Corporation, Korea Overseas Infrastructure and Urban Development Corporation, and Korean Midland Power.
- Consortium 3: Korea Western Power Company, Etihad Water and Electricity, and Kyuden International.
The Taweelah C plant will be built in the Al Taweelah Power and Desalination Complex, which is about 50 kilometers northeast of Abu Dhabi city. This location is already a hub for energy production and water desalination, making it ideal for a project of this scale.
The Taweelah C project is part of a broader national effort to decarbonize Abu Dhabi’s electricity and water supply while supporting the UAE’s Net Zero 2050 goal. By building high-efficiency, carbon-capture-ready gas plants, EWEC aims to balance the integration of renewable energy like solar and wind with the need for stable and reliable electricity, especially during times of high demand.

Mohamed Al Marzooqi, Chief Asset Development & Management Officer at EWEC, emphasized the importance of gas-fired plants in the UAE’s clean energy transition. He stated, “Gas-fired plants like Taweelah C are essential for ensuring energy security while the UAE continues its clean energy journey. They provide reliable electricity and flexibility, allowing renewable energy sources such as solar power to be integrated without disruption. By 2030, we expect that over half of Abu Dhabi’s electricity will come from renewable and clean energy sources.”
The Taweelah C plant will not only provide energy security but also act as a flexible and efficient bridge between conventional and renewable energy. Its advanced technology will allow it to adjust output quickly, providing backup power when renewable energy sources fluctuate due to changes in sunlight or weather conditions.
Another key feature of this project is its contribution to Emiratisation and workforce development. The plant will create opportunities for UAE nationals to hold important technical and management roles, supporting the country’s long-term vision of developing a highly skilled national workforce.
The project aligns with EWEC’s strategic goals for renewable energy, including:
- Achieving 10 gigawatts of solar PV capacity by 2030.
- Expanding to 18 gigawatts of solar PV by 2035.
- Supporting Abu Dhabi’s Clean Energy Strategic Target 2035.
- Contributing to the UAE’s Net Zero by 2050 strategic initiative.
The Taweelah C project will have a capacity of 2.5 gigawatts, making it one of the largest and most advanced gas-fired power plants in the region. The plant is expected to begin commercial operations in the fourth quarter of 2028, with the announcement of the winning consortium and signing of the Power Purchase Agreement (PPA) expected by Q4 2025.
This project represents more than just electricity production—it is a strategic national asset. It will support economic growth, create high-skilled employment opportunities, and help ensure long-term energy sustainability. By combining advanced gas technology with renewable energy integration, the UAE is demonstrating a clear path toward a greener and more resilient energy system.
Taweelah C is a key step in Abu Dhabi’s energy transformation, showcasing the nation’s ability to invest in modern infrastructure, meet growing energy demand, and simultaneously support environmental goals. It reflects the UAE’s commitment to becoming a regional leader in clean energy while maintaining reliable electricity and water services for its people.
This project is expected to set a benchmark for future energy projects in the Middle East, showing how traditional power generation can work hand-in-hand with renewable energy to achieve a sustainable and secure energy future.
