SSC’s Role in Dubai’s Government Strategy
His Excellency Abdulrahman Saleh Al Saleh, the Director-General of DOF, praised the SSC’s ongoing achievements. He highlighted that the SSC is an important part of Dubai’s government strategy, inspired by the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the UAE and Ruler of Dubai. The SSC’s work aligns with the broader goal of improving government operations, using advanced technologies and modern approaches to financial and administrative management.
H.E. Al Saleh explained, “The SSC serves as a model in delivering highly efficient financial and administrative services to small and medium-sized government entities. It plays a key role in enhancing operational efficiency and good governance through advanced technologies, modern methodologies, and talent development. It is essential to continue improving service quality to achieve Dubai’s vision of a more agile and sustainable future while strengthening the emirate’s competitiveness regionally and globally.”
Strong Partnerships with Government Entities
Hamed Abdulghafoor Alawadhi, the Executive Director of the Shared Services Sector at DOF, emphasized the SSC’s strong relationship with the government entities it serves. He explained that the SSC has been consistently building trust with these entities, offering improved services and streamlined processes that contribute to its excellent reputation.
He said, “Over the past 17 years, the SSC has achieved total financial savings of AED792.31 million. In 2024 alone, it delivered AED65.91 million in savings, marking a 5% increase compared to 2023. This shows that the SSC’s operations are efficient and its financial management practices are highly effective.”
These savings are not just numbers—they reflect careful planning, smart decision-making, and the centre’s ability to handle complex financial and administrative tasks for multiple government entities.
How SSC Manages Public Funds
Mubarak Ahmad Al Shamsi, Director of the SSC, explained that the SSC manages a budget of over AED600 million on behalf of the entities it serves. In 2024, the SSC earned revenues of AED10.37 million from services provided to 29 government entities.
He highlighted the SSC’s role in using government funds wisely. “The SSC focuses on financial affairs, employee affairs, and procurement processes. This allows government entities to focus on their main responsibilities while the SSC handles administrative and financial operations efficiently. By managing these tasks, we help improve overall performance across Dubai’s government institutions,” he said.
One-Stop Service for Government Entities
The SSC works on a unique one-stop service framework. This means that while the SSC handles administrative and financial operations, the government entities maintain their operational freedom. This system ensures smooth service delivery, reduces errors, and improves the overall efficiency of government operations.
The centre provides a full range of employee and financial services, including salary management, accounting, and procurement solutions. These services are especially designed for emerging, small, and medium-sized government entities in Dubai.
Training and Advanced Work Methodology
An important part of the SSC’s success is its focus on training employees and using advanced work methodologies. Employees at the SSC are trained to handle all streams of the Government Resource Planning system, which includes procurement, payables, receivables, bank accounts, financial settlements, account closures, and fixed assets.
By adopting a comprehensive approach, the SSC ensures that it delivers high-quality services to all the government entities it serves. This system not only saves money but also allows government institutions to focus on their key objectives without worrying about administrative processes.
Enhancing Efficiency and Innovation
The SSC’s approach is built around efficiency, innovation, and sustainability. By using modern technologies and innovative solutions, the SSC reduces unnecessary expenses and streamlines government operations.
The savings achieved by the SSC are a result of careful planning, effective financial management, and a forward-looking strategy. These achievements also help Dubai strengthen its position as a global leader in government efficiency and good governance.
A Vision for the Future
The SSC continues to develop new strategies for improving government services and ensuring that public funds are used wisely. The centre’s achievements in 2024 are just one example of its dedication to helping Dubai’s government operate efficiently and sustainably.
By combining advanced technology, skilled employees, and strong collaboration with government entities, the SSC ensures that it can continue saving money, improving services, and contributing to Dubai’s long-term growth and competitiveness.
H.E. Al Saleh summarized the centre’s importance by saying, “The SSC is a cornerstone of Dubai’s government operations. Its work enhances efficiency, strengthens governance, and supports the emirate’s aspiration to be agile, innovative, and sustainable. The SSC will continue to play a vital role in shaping the future of Dubai’s government services.”
The Dubai SSC’s achievement of AED66 million in savings for 2024 is a clear sign of its effectiveness and dedication. Over the years, it has saved the government more than AED792 million, proving that efficient management, innovation, and collaboration can make a significant difference in public service.
By handling financial and administrative processes for small and medium government entities, the SSC allows these entities to focus on their core tasks while ensuring that every dirham is spent wisely. This not only strengthens Dubai’s government performance but also enhances its reputation as a global leader in efficient governance and innovation.
Dubai’s Shared Services Centre continues to set a high standard for government efficiency and financial management, paving the way for a smarter, more sustainable, and innovative future.
